Florida Medicaid Fiscal Agent Transition From ACS to EDS
Florida Medicaid is in the middle of transitioning their fiscal agent from ACS to EDS.
The only required change to the Ortivus Sweet-Billing program in response to this Florida Medicaid transition concerns the Form Code Receiver ID. This change is outlined, along with EDS contact and submission information, here in this Quick Facts.
Sweet-Billing users in Florida should continue to use the FL - ACS Carrier name on the create ECM screen; in a future update, this name will change to FL – EDS.

Fiscal Agent Important Transition Information
As Florida Medicaid moves toward the fiscal agent transition between ACS and EDS, there are several important events providers should be aware of for the transition.
- All claims in suspense the week of June 16th, 2008 will be forced denied by the current fiscal agent (ACS). The new fiscal agent (EDS) will automatically re-suspend and process the impacted claims. No action is required by our Medicaid providers. The claims impacted can be identified within the Medicaid proprietary RV with EOB '999' or within the X12 835 with the combination of Claim Adjustment Reason Code '133' and Claim Status Code '41'.
- The last date to transmit WINASAP and 837 X12N electronic claims transactions to the current fiscal agent (ACS) is Wednesday, June 18 at 11:59pm. Beginning Thursday, June 19 at 12:00am, ACS will no longer accept or process WINASAP or 837 X12N electronic claim transactions. EDS will begin accepting 837 X12N transactions effective June 23, 2008.
- During the week of June 30, 2008, providers will not receive a payment from Medicaid. Claims submitted just prior to and during the week of June 23 through June 29, 2008, will be adjudicated after June 29. This week for non-payment is standard operation. We have approached this current transition, as done with past fiscal agent takeovers and the HIPAA transition in the fall of 2003, by not “running” a payment cycle on the final Saturday of transition.
